You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Command Portfolio Directorate of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA.

Duties

You will supervise the Portfolio Financial Managers within the Portfolio Directorate (PD), providing oversight over the financial functions they and their assigned program analysts perform. You will also supervise the administrative staff of the PD. You will perform a full range of supervisory responsibilities including assignment of work, technical oversight, development of performance plans, evaluation of work performance, interviewing and hiring, and providing development and training. You will provide overall insight into the development and management of business processes, policies, procedures and operational schedules for the business operation of a vast and complex Navy Working Capital Fund Command. You will perform oversight of a variety of other administrative functions such as program analysis, timekeeping approval, procurement, travel approvals, office/personnel/facilities move requirements, and administrative support for Directorate.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to oversee the development and management of administrative and operational functions in the execution of business operations (e.g., projecting, planning and executing budgets and resource requirements).
