You will serve as a Financial Management Analyst in the Integrated Warfare System (IWS) of PROGRAM EXECUTIVE OFFICE IWS.

Duties

You will provide financial planning, budgeting and program analysis for assigned combat systems for assigned appropriations in the Enterprise Resource Planning (ERP) system. You will assist with the implementation, management and execution of all elements of the Planning, Programming, Budgeting and Execution (PPBE) process for all appropriations that affect Integrated Warfare System (IWS) programs You will review execution documents/reports using available financial management systems. You will conduct studies, gathering and analyzing financial data, to improve the accumulation, processing, and reporting. You will prepare data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, management initiatives, and directives. You will analyze and develop budget exhibits and budget justifications, including developing reclamas/issue papers to program budget marks. You will monitor obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks. You will recommend updates to budgetary/financial policies and implements new policies. You will analyze proposed budget changes, prior to and in the year of execution, and make recommendations to accommodate budget changes.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting financial management analysis (e.g. budget planning & execution, processing documents, or monitoring obligations and expenditures) to support the acquisition of ships, ship systems, or combat systems.
