The primary purpose of this position is: To conduct analysis of Operational Plans (OPLANs) developed by the United States Strategic Command (USSTRATCOM) in order to perform near real-time assessments to assist in the refinement of the planning process.
Duties
Acts as senior program analyst for the operation of the Extended Air Defense Simulation (EADSIM) and its integration into USSTRATCOM J59 programs for analyzing and assessing the Nation's Nuclear War Plan.
Maintains expertise on USSTRATCOM J5 analysis programs, and when required, clearly communicates both in writing and through briefings to senior leaders on the methodologies used in the analysis programs, their effectiveness, and any shortfalls that need to be addressed.
During real-world Crisis Action and/or major exercises, acts as lead program analyst for synchronizing data inflow from USSTRATCOM planning organizations and the Intelligence Community to ensure accurate, effective, and timely execution of War Plan Evaluation programs and analysis.
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

The employee must be able to obtain and maintain a TOP SECRET SCI/NC2-ESI clearance, in addition to other Special Access Programs, as a condition of employment. Special Access Programs may require random polygraph testing as a condition of employment.
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery knowledge of national and USSTRATCOM guidance, directives and issues pertaining to the development, analysis, and execution of USSTRATCOM OPLANs; knowledge of analytical and evaluative methods for determining the efficiency and effectiveness of various courses of action pertaining to each OPLAN. Knowledge of air defense and/or missile defense analysis, assessment, and war planning. In-depth knowledge of a broad range of weapon systems, or major area of military strategic/tactics analysis techniques and possession of analytical abilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of air defense and/or missile defense analysis, assessment, and war planning.
In-depth knowledge of a broad range of weapon systems, or major area of military strategic/tactics analysis techniques and possession of analytical abilities.
Expert knowledge of, and the ability to apply, joint doctrine, regulatory policies, the military adaptive planning process, and the military joint planning process.
Skill to negotiate and/or defend findings and program support concepts.
Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
Ability to effectively integrate outputs from various data sources into usable formats. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
