Duties

Executes project studies which include gathering, assembling, correlating, determining facts and analysis in order to make projections, draw conclusions, and recommend solutions. Recommends new or modification of current policies, procedures, and techniques to improve the cost effectiveness of operations, ensure data reliability and integrity, increase productivity, decrease errors, and/or improve customer satisfaction. Develop and conduct training for the General Fund Enterprise Business System (GFEBS) primarily for the Financial Management community. Prepare reports, findings, recommendations or conclusions for formal instruction to the General Fund Enterprise Business System (GFEBS) end users to further develop their understanding of using the system. Ensure training needs for the General Fund Enterprise Business System (GFEBS) end user are planned to meet constantly changing policy and procedures. Advises management in strategic planning and decision-making process with the goal of optimizing scarce resources to meet customer requirements, reducing rework, determining operational capacity, and increasing quality.

Qualifications

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service. For the GS-07: Specialized experience is applying applying financial laws, principles, systems, policies, methods, and practices to provide instruction to the General Fund Enterprise Business System (GFEBS) end users; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues. For the GS-09: Specialized experience is researching and interpreting financial regulations, policies and laws to provide substantive recommendations, advice and instruction to the General Fund Enterprise Business System (GFEBS) end users; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. For the GS-11: Specialized experience is analyzing financial and accounting operations to recommend process improvements; analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to to training material for the General Fund Enterprise Business System (GFEBS) end users. For the GS-12: Specialized experience is analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to senior leadership. Incorporating and presenting changes to training material for the General Fund Enterprise Business System (GFEBS) end users. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level.

USAFMCOM has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
