The primary purpose of this position is to serve as a Senior-level Information Technology Program Management Specialist within the organization for the planning, development, implementation, and management of technical processes. Responsible for developing, assessing and implementing policy and processes involving the application of software, hardware & data management.
Duties
Function as Senior IT PM Lead and technical authority leading, developing and implementing processes and strategic plans to ensure effective and efficient acquisition, application, management, execution and sustainment of organization technical resources.
Support the development and documentation of IT process improvement strategies.
Develops, supports, and implements program plans and capability roadmaps.
Prepares and supports planning/data calls/training/security guidelines for assigned projects.
Represents the organization at conferences and meetings and presents briefings/findings.

- The selectee must meet, or be capable of achieving acquisition certification within 60 months after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.26).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-13 grade level which includes developing, assessing and implementing policy and processes involving the application of software, hardware, data management and analytics. In-depth corporate knowledge of complex information technology systems software and systems development life cycles, including systems documentation, design development, acquisition strategies, and configuration management regulations, principles, and techniques. Utilizes skills in project planning to include, cost, schedule, performance, and risk management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Detailed corporate knowledge of advanced IT services principles, concepts, methods, standards, tools, and acquisition practices spelled out in DOD 5000.1 and 5000.2 and Agile & DevSecOps Development processes and techniques in carrying out project assignments consisting of several related tasks.
Detailed knowledge and mastery of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies portfolio management approaches, and Chief Information Officer (CIO) governance methods, principles, and laws pertaining to the effective management of information resources (CCA, NDAA, CIR, FISMA, etc.).
Knowledge of IT compliance tools, methods, and techniques, as well as life cycle management concepts, architecture processes, integration techniques, and testing methods.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct statistical analysis, devise recommended solutions, and package the entire process for management use and decision making.
Skill in establishing and maintaining effective and positive working relationships with team members, other team leaders, supervisors and management officials, and program representatives.
Ability to effectively communicate (both orally and in written correspondence).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
