Duties

Plans, organizes, and oversees all activities of the Bureau of Land Management Headquarters (BLM HQ) administrative team, including performing full range of supervisory duties. Directly manages and oversees planning, coordination, and execution of business functions, resource allocation, and production. Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. Makes sound, well-informed, and objective decisions; commits to action, even uncertain situations, to accomplish organizational goals. Establishes, revises, reviews and advises staff on policies, procedures, mission objectives, and organization design for the staff. Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Mediates issues which arise as a result of policy and program implementation. Reviews and approves program development, policy analysis activities and budget submissions. Establishes, develops, and maintains effective working relationships with other management officials within the Department of the Interior (DOI).

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Reading, interpreting, and ensuring compliance with administrative policies and procedures; providing instruction and supervision to others on how to read and interpret administrative policies and procedures; application of analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of administrative program operations related to HR, Budget, Procurement, Property, and IT; providing customer service and guidance to internal customers on a wide range of administrative matters including but not limited to credit cards, travel, facilities, and fleet; and providing training on a wide range of administrative program areas; evaluating and recommending ways to improve the effectiveness and efficiency of work operations and/or develop new or modified work methods, management processes, guidelines, and procedures for the conduct of administrative functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
