You will serve as an Administrative Support Specialist (Procurement/Budget) for the Small Business Administration (SBA), Office of Capital Access in Herndon, Virginia. This position provides comprehensive support in the areas of procurement/budget. THIS IS A READVERTISEMENT. Duties

As an Administrative Support Specialist (Procurement/Budget) at the GS-301-12, some of your typical work assignments may include: Provide comprehensive support in the areas of procurement/budget. Review routine and/or unusual procurement files for accuracy and adherence to SBA and Federal regulations. Ensure all requests adheres to the FAR for purchasing supplies and equipment, printing and other services and leasing vehicle and facilities. Assure timely submission to Denver Finance Center (DFC) for prompt payment of invoices. Maintain records and reconciles accounts for payment. Assist with maintaining production and error reports, tracks and discusses discrepancies. May perform any or all of these duties at disaster field sites as required. IMPORTANT NOTES: Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity. This is a Permanent position, which is a competitive service position with a full-time work schedule. The Office is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Requirements

  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • You must be able to obtain and maintain a Government travel credit card.
  • This is NOT a bargaining unit position.
  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date, if applicable.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. Federal permanent status applicants must meet both Time-In-Grade AND specialized experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement:GS-12: Must have held grade GS-11 for 52 weeks. You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and abilities to perform successfully in this position. This experience may have been gained in a Federal or non-Federal service position. This specialized experience must demonstrate the following: Interpreting and applying Federal Acquistion Regulations (FAR) regulations, policies, and procedures related to procurement and budget processes. Using Microsoft Office software, including proficiency in Excel (resume must demonstrate knowledge of Excel sufficient to create spreadsheets utilizing formulas, to perform calculations, and present information/data) AND using other automated systems designed to accomplish and manage the work in an administrative services department, such as procurement, finance/budget. Providing customer service to internal and/or external customers; assessing needs, providing information or assistance, and resolving problems. Identifying organizational, procedural and/or production issues and providing recommendations for improvement within a department or organization.

Education

GS-12: There is no educational substitution at this grade level.
