About the Position: This position is located with the Defense Health Agency in Falls Church, Virginia.

Duties

Assist in writing Statements of Work (SOW) or Performance Work Statements (PWS) and review those developed by the project team for adequacy and compliance with acquisition requirements. Assist in developing Requests for Proposals (RFP) and Request for Information (RFI) and forward procurement documents to the contracting officer for processing. Perform contract administration from award through contract completion and closeout. Perform price analysis/comparisons and provide the government with the best market price, while conforming to acquisition regulations. Work with the Government card Approving Official and make decisions based on purchase card regulations, policies, and procedures. Conduct in-depth reviews and resolve issues on complex and/or sensitive contractual documents/actions. Coordinate with the contracting officer and contracting attorney or higher level contracting management personnel to include higher headquarters to identify and resolve issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for the PROCUREMENT & PURCHASING ANALYST: Specialized Experience:One year of specialized experience that includes assisting with conducting market research, performing cost analysis comparisons to determine best prices on products, and maintaining accurate inventory records in accordance with regulation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
