About the Position: This position is a HR Specialist for the Headquarters Department of the Army (HQDA) Civilian Personnel Advisory Center (CPAC). The clientele for this CPAC is unique, in that it services the highest levels of officials in the U.S. Army, to include the Secretary of the Army's direct Staff. This position will be filled at Arlington, Virginia or Rock Island, Illinois.

Duties

Senior Human Resources Specialist performing full range Classification/ Recruitment and Placement assignments. Provide expert advice and assistance on complex hiring processes to serviced organizations. Code personnel actions, using correct nature of action codes, authority codes, setting pay, determining benefits, etc. Utilize a variety of automated HR tools and systems; i.e. USA Staffing, Defense Civilian Personnel Data Systems (DCPDS), etc. Respond to inquiries concerning civilian hiring procedures, application process, employment opportunities, and other recruitment/selection process. Provide guidance and assistance to junior specialists and assistants. Conduct strategic recruitment discussions, job analysis and prepares vacancy announcements. Advise management officials on recruitment strategies, sources, special programs, appointing authorities, and recruitment incentives.

Specialized experience (GS-12): One year of specialized experience which includes interpret civilian human resources laws to provide comprehensive advisory services on staffing functions; utilize current civilian HR database systems to query, retrieve, and analyze information in order to complete assignments; analyze and recommend solutions to resolve civilian human resources problems/issues; advise management on recruitment methods and strategies; and create a variety of human resources products (e.g. job analysis, vacancy announcements, referral lists, preparing personnel actions, etc.).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceHR Information Systems ApplicationPersonnel and Human ResourcesStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
