This position is located at the Bureau of the Fiscal Service, Office of the Deputy Assistant Commissioner for Information Services, Business Applications and Solutions Division (BASD), Branch as assigned, providing leadership and technical expertise within the area of software and data development in support of Treasury and Fiscal Service programs.
Duties
As a Lead IT Specialist (APPSW), you will:
- Ensure the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
- Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
- Perform tasks involving the definition, design, development, enhancement, and/or maintenance of system software. The work includes defining and revising system requirements, system design, development, testing, documentation, implementation, maintenance, evaluation and disposition.
- Conduct problem resolution during all phases of the system development lifecycle. Discuss problems with management, customers, and staff as appropriate. Recommend solutions to software and data problems, and ensures they are resolved in a timely and accurate manner.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes performing work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software in order to develop, customize, test, debug or maintain software programs for an organization.
Examples of Specialized Experience at the GS-12 for this position could include:
- Project experience for a business system with a wide variety of technologies (i.e. programming languages, frameworks, platforms, tools, databases); OR
- Experience providing IT services such as designing, developing, testing, documenting, maintaining, and/or integrating application software; OR
- Participating in technological planning, product evaluation, and report development.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as developing design strategy for assigned system development projects.
- Customer Service, such as assisting customers in defining and revising system requirements and scope.
- Oral Communication, such as articulating and communicating team assignments or projects.
- Problem Solving, such as assisting with identifying parameters of a viable solution.
