Serves as a Management & Program Analyst managing workforce planning, budget formulation, execution, analysis, and reporting. Performs Contracting Officer Representative (COR) functions for the NASA Aircraft Operations Contract (CHARLES) for the Flight Operations Directorate (FOD) Business Office supporting the Aircraft Operations Division (AOD). AOD manages all of the Johnson Space Center (JSC) aircraft including but not limited to T-38s, Gulfstreams, Super Guppy, and WB-57s.
Duties
Manages the aircraft support contract (CHARLES) as the Contracting Office Representative (COR) and other FOD contracts as assigned.
Support all aspects of the FOD business function including but not limited to budget integration, cost tracking, workforce planning for the AOD content but may include support for other areas across FOD.
Provides contract oversight for cost, schedule, and technical performance; maintains relationships with NASA and Contractor management; and develops and tracks performance metrics for assigned contracts.
Provides technical direction to contractors as it relates to aviation operations.
Serves as functional advisor to assigned program and functional areas; develops presentations, briefing materials, and finished reports on findings and recommendations for management.
Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with service goals, schedules, and policies.
Recommends strategies to improve implementation and evaluation of programs. Advises management of unique conditions and issues that affect program activities.
Provides business management and systems expertise to enable directorate and/or Agency-wide oversight of program planning and control activities supporting timely and cost-effective mission objectives.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Contributing to the planning, development, implementation, application and/or evaluating of workforce-related systems and projects for the organization;
Evaluating and resolving problems with senior leadership and in close coordination and collaborating with internal/external stakeholders;
Collecting and assessing data, conducting studies and/or trend analyses, performing strategic assessments, and recommending options for administrative or technical programs practices and work processes.
