This position serves as the Emergency Support Function (ESF) #11 National Coordinator, in the Animal and-Plant Health Inspection Service (APHIS), assigned to Federal Emergency Management Agency (FEMA) HQ and is responsible for coordinating the agency's response to all hazards emergencies.

Duties

The duties may include, but are not limited to: Serve as the Emergency Support Function (ESF)#11 National Coordinator and liaison between the U.S. Department of Agriculture (USDA), APHIS and inter-agency emergency response partners. Deploy to disaster-affected areas as requested. During ESF#11 activations, work may be performed 24/7 on behalf of USDA and our partners. In coordination with the APHIS programs, implement Agency-wide support for all-hazard responses. Coordinate ESF #11 preparedness and response activities as the liaison between APHIS and other federal agencies, including ESF partners. Provide accurate and timely advice and guidance to the Emergency Coordination Branch (ECB) Chief on emergency requirements to ensure a comprehensive approach to emergency response efforts. Provide expertise in the development, analysis, review and coordination of proposed emergency management policies related to National Response Framework (NRF) core capabilities and activities. Ensure proper and timely attention is devoted to high level, top priority, urgent and/or controversial issues, problems, or situations. Supervise, train, evaluate and manage a team of subordinate emergency management personnel. Plan and direct the work of their employees.

Requirements

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • Valid state driver's license is required at the time of application.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • During emergency response activities work hours may be longer than standard and the environment may be high-tempo and high stress.
  • Employee is expected to be on-call after hours to respond to emergencies.
  • Site visits to other locations, including field locations, may be expected.
  • These visits may involve long periods of exposure to heat or cold, and require walking, bending, and standing for extended periods of time.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Coordinates and provides technical leadership on Federal resources to respond to emergencies while strengthening and maintaining intergovernmental relationships. Effectively communicates, verbally and in writing, with internal and external stakeholders on Federal emergency management objectives, policies, and procedures. Applies Federal emergency management knowledge and experience while developing plans, participating in exercises and responding to all hazard emergencies. Coordinates Federal preparedness and response efforts with federal agencies, ESF partners and at the department level. Supervising, training, evaluating and managing a team of subordinate emergency management personnel. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
