The primary purpose of this position is to serve as the technical Lead Equipment Specialist providing technical expertise and training to all employees assigned to the Equipment Specialist Section. Accomplishment of this task requires F-16 experience and understanding to execute the critical functions of this position.
Duties
Perform Team Leader duties.
Provide technical oversight and training of the 'Recoverable and Consumable Factor System (D200) for the equipment specialist for the F-16 aircraft.
Provide technical oversight and training of Technical Order (TO).
Provide technical leadership regarding the equipment specialist task of field/depot/team support and is the single action point and expert in the Flight for the Material Safety Task Group actions related to safety of Flight events.
Provide technical oversight and training of Material Improvement Project and Material Deficiency Report Function for the Equipment Specialists.

- PHYSICAL DEMANDS: The work is sedentary. Typically, employee may sit comfortably to do the work. However, there may be some walking; standing; bending. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: Involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, or commercial vehicles. The work area is adequately lighted, heated, and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed in the Individual Occupational Requirements for the Equipment Services Series 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Detailed familiarity with all aspects of responsibilities of an Equipment Specialist regarding methods and procedures used in the successful execution of those responsibilities in an efficient manner. Knowledge of general aircraft electrical and electronic systems and familiarity with F-16 aircraft systems.
Detailed familiarity and experience with the function, components, maintenance, and overhaul practices of aircraft core avionics systems. Understanding of the processes, specifications and standards employed in the maintenance and overhaul of components manufactured for F-16 or other aircraft systems.
Extensive knowledge and experience of concepts, principles, and practices regarding equipment specialist function as a member of an integrated product team regarding inter-disciplinary interactions with item managers, engineers, production specialists and logistics management specialists.
Extensive knowledge of policies, procedures, and regulations government the core functions of the equipment specialist which span technical order management. Range of understanding includes all aspects of the technical order change process necessary to properly train and provide technical oversight.
Extensive knowledge of policies, procedures, and regulations governing the core functions of the equipment specialist which span material improvement projects and material deficiency report actions. Incumbent must have experience in all aspects of the PQDR process and have unique the capacity to offer solutions that are not found within existing guidance and policy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
