As a Supervisory Financial Specialist at the GS-0501-14, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for providing RS executive leadership, senior management, and program managers with comprehensive and direct operational, financial, budgetary, and strategic planning support to better manage resources and to better position the organization to meet Agency strategic priorities.
Duties
Supports Strategic Planning efforts and promotes goal-focused business plans and spending alignment.
Works with the Performance Improvement Officer and supports evaluation of performance measures and metrics.
Coordinates budget preparation and documents that reflect the needs and mission critical functions of RS for the OMB Performance Budget Submission, the Congressional Budget Justification, and the Full Year Operating Plan.
Supports OMB Exhibit 53 (financial investments) and Exhibit 300 (major IT investments).
Serves as the Action Officer for a multitude of official RS responses to Executive Orders including, promoting efficient spending.
Qualifications
For the GS 14: You must possess at least one year of specialized experience equivalent at the GS-13 level which includes all of the following:
Managing and/or supervising administrative work of fiscal, financial management, accounting, or budgetary programs.
Analyzing financial management and operational aspects of a program to improve effectiveness.
Providing technical advise on realignment of authorities, or major re-allocations of staffing, funds, and other organizational/agency resources.
Interpreting policy and regulatory requirements related to financial management matters.
Developing changes to plans and/or methodology for financial processes.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 level.
