You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the G-1 of MARINE CORPS BASE.

Duties

You will advise on the regulations/guidelines, processes, and procedures of the Federal Employee's Compensation Act (FECA). You will advise management on potential program problems such as organizational patterns/trends or similar program abuses. You will develop, modify, and conduct the presentation of basic and/or refresher training in policies, procedures, and guidelines regarding the FECA Programs. You will assure employee benefits are transferred to Department of Labor (DOL) in accordance with regulatory requirements. You will contact Office of Workers' Compensation (OWCP) to determine reasons for delay in processing claims. You will verify personnel actions regarding leave without pay and return to duty. You will process claims for compensation payments and leave buy-backs. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting employees and managers with appropriate documentation, completion of forms; maintaining all employee records; assist in the administrative duties with the compensation program. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector advising on regulations/guidelines, and procedures for employee Compensation packages and cases; counsels on such matters as obtaining physical and or mental health treatments, entitlements, situation of potential abuse and controversy of such cases. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-11:
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
