About the Position: This announcement will be used to fill is a Budget Analyst, NH-0560-03, position with Joint Program Executive Office, Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). Selected applicant will be assigned to the Joint Project Lead for Enabling Biotechnologies (JPL CBRN EB). located at Fort Detrick, Maryland.
Duties
Responsible for the interpretation of budget related laws, regulations, policies, precedents, methods, and techniques.
Monitor and track obligations and expenditures to make recommendations for the redistribution of funds within budget accounts.
Certifies payment of all invoices processed by team members, and enters data into various automated systems.
Evaluates invoices for accuracy, processes for payment after recording credits and charges, and transmits vouchers to Defense Finance and Accounting Service (DFAS).
Prepare documents needed to process budge estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments for higher headquarters needed to finance new programs or program changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirement in Career Field "Business Financial Management" within 60 a Practitioner certification within 60 months of entrance on duty.
- Position requires Secret Security Clearance.
- May require a one year probationary period.
- Position requires Level II DoD Financial Management certification within 24 months of entrance on duty.
Qualifications
The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.

This is a pay banded position. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-02 pay band (GS-11 equivalent or higher) in the Federal Service, which includes the following: 1) Applying applicable laws, regulations, procedures, or processes for budget formulation; 2) Managing funds from a wide range of appropriations; 3) Preparing a variety of reports covering the status of funds, expenses, or obligations for budget requests; 4) Monitoring the execution of budgets utilizing automated finance systems such as General Fund Business Enterprise System (GFEBS).
