Duties

Performs and oversees the effort to organize, coordinate, evaluate, review for compliance, and make recommendations on findings regarding several IT Investments concurrently. Provides IT Investment policy, guidance, instruction (both group and individual), and provide training to IT Project/System Managers and other IT personnel. Serves as primary draftsman and subject matter expert for policy, guidance and training, related to the DFAS Clinger Cohen Act (CCA) program. Serves as primary administrator of DFAS records in the DoD IT Portfolio Repository (DITPR). Ensures that a formal assessment, verification, and formal confirmation by DFAS CIO are available at each of the investment Milestone Decision Reviews prior to the issuance of approval.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying data analytic skills such as data analysis and exploration, data cleansing and preparation, creating data visualizations/dashboards/reports; performing and overseeing IT Investment findings; and monitoring the status and documentation of Investment findings. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
