About the Position: Serves as a supervisor and technical specialist for the organization, responsible for the application of advanced theories, concepts, principles, and processes for an assigned area of responsibility (i.e., subject matter, function, or equipment) to meet or establish requirements for Chemical Biological Defense (CBD) development, production, and sustainment programs.

Duties

Assign tasks to participate in workers performing various functional activities; determines funding and schedules; evaluates changes, resolves differences or provides coordination of unresolved problems. Perform the planning, conceptual and definition phases of system Life Cycle Sustainment. Manage, guide, evaluate, integrate, and perform in-house activities on complex major weapon system efforts. Provide ILS and technical direction, advice, review, and evaluation of contractual work in the development and production of items, materials, and procedures. Provide ILS and technical assistance and advice to other agencies and military services in the evaluation of planning of projects/programs.

Requirements

• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
• Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Certification within 48 months of entrance on duty.
• Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:

• The Foundation Course (FC) is required for all employees hired after 30 September 2006.
• The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
• For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
