This position is located Office of the Executive Director, Bureau of Intelligence and Research (INR/EX), reporting to the SES-level Office Director. The Office of the Executive Director (EX) provides centralized administrative services for the Bureau of Intelligence and Research, including financial management, general services, personnel management, program evaluation, strategic planning, and risk and management analysis.

Duties

Develops bureau budget priorities and recommends programmatic increases. Prepares, and presents budget justifications and the Congressional Budget Justification book, and analyzes requested funding. Develops, analyzes, evaluates, advises on, or improves the effectiveness of budgetary analysis, expenditure planning, acquisition planning, fiscal projections, and procurement. Provides leadership for and oversees compliance with regulations on federal budget and financial management, procurement and contracting, and program and performance evaluation. Maintains positive and effective relationships with senior management of the Department of State and senior management of other members of the Intelligence Research (IC), such as the Office of the Director or National Intelligence (ODNI). Supervises individuals in the budget, program management unit, and strategic planning team. Evaluates the performance of subordinates; plans work to be accomplished; and sets priorities for subordinates based upon workload and abilities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing authoritative advice, management analysis, and strategic communications guidance on enterprise-level risk, business operations, or resource requirements to support its core functions. Experience managing the formulation, justification, planning, presentation, execution, administration, and evaluation of budget, business requirements, strategic planning, program management, or acquisition and procurement planning in accordance with U.S. Government guidelines, at the agency, bureau, or Department-level. Experience justifying and defending budget requests, fiscal management decisions, negotiating an organization’s resource requirements with internal and external stakeholders, consistent with Congressional requirements. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
