You will serve as a FINANCIAL MANAGEMENT ANALYST in the MILITARY SEALIFT COMMAND, DEPARTMENT OF NAVY of MSC SHIP SUPPORT UNIT SAN DIEGO.

Duties

You will create estimates to support plans, programs, and activities. You will interpret budget policies and organizational accounting and financial administrative procedures. You will perform specialized work involving accounting systems. You will perform fiscal accounting and financial management duties and responsibilities. You will be responsible for the management of several financial systems, Defense Civilian Pay System (DCPS), and NAVY ERP Program (NERP). You will review travel vouchers and create travel orders using DTS (Defense Travel System).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level FMC01 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with Defense Travel Systems both as a user and as an administrator. Experience in DOD Joint Travel Regulations including PCS and TDY. Experience interpreting federal travel regulations. Experience identifying, analyzing, and resolving a range of issues related to travel execution management. Experience and expert proficiency creating excel spreadsheets. Education

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
