You will serve as a SUPERVISOR IT SPECIALIST in the Tactical Networks Division (TND), Code 55100 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will serve as the Deputy for Operations for the Tactical Networks Division (TND), Code 55100.
You will be responsible for providing management to the Technical Branch Heads and IT Tech Staff, as well as managing day-to-day operations for 200 plus scientists, engineers, technical specialists, and administrative employees.
You will perform work that requires an understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development etc.
You will be responsible for staffing, training, and development of all Division members including the Technical Branch Heads, to support the delivery of network systems and services.
You will coordinate with the Communications and Networks Department Operations Manager for actions and data calls applicable across the Department and the Center.
You will plan, assign, and direct tasks for supervisors and employees; set performance expectations and evaluate contributions; approve leave, travel, compensation and overtime; review individual?s behavioral and performance deficiencies, etc.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advanced Level within 6 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: responsible for integrating the perspectives of projects, division leaders, and sponsors to attain a comprehensive vision and strategy.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: collaborates with teams across the Center to grow and diversify the customer base within the division's three major business areas.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: direct tasks for supervisors and employees.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes:work closely with the Department and Division management in order to maximize efficiency, cohesion, collaboration, and productivity.
NM-05:
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector in providing guidance/oversight to the branch and understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development and system integration and testing.
NM-04:
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector assisting in providing guidance/oversight to the branch and understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development and system integration and testing.
