You will serve as a Quality Assurance Specialist (Nuclear) in the Nuclear Quality Division (Code 2350) of PSNS and IMF.
This announcement is for an Upward Mobility Program position.
Pay Retention will be extended to eligible Federal Government employees selected for this formal employee development program.
Duties
You will assist with the planning, developing and administering quality assurance audit and surveillance reports of Shipyard activities engaged in nuclear work.
You will assist or may conduct, under the guidance of a Senior Specialist, the evaluation of replies to audit action items and deficiency reports.
You will, under the guidance of a Senior Specialist, be responsible for reporting problems in assigned projects, organizations, and functions to managers/supervisors to assure the supervisor has timely knowledge of emergent problems/trends.
You will participate in meetings where Quality Assurance Specialists represent the Nuclear Engineering and Planning Department in assigned nuclear auditing and process management matters.
You will be responsible for keeping current with the latest requirements, and with information and new developments available in areas of responsibility.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
The Upward Mobility Program is a unique job opportunity. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-7 with a full performance level of GS-12.
Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions.
This recruitment is open to current UIC 4523A employees with experience at or equivalent to the WG-6 or GS-7 grade level or pay band in the federal service or equivalent experience in the private or public sector demonstrating the ability to interpret, explain, and apply nuclear technical requirements and specifications to process audits, product inspections, or investigate defective material.
