Serves as an Enterprise e-Business Analyst within the Office of Procurement (OP) at NASA. Responsible for performing, analyzing, and coordinating e-Business enterprise OP Solutions and e-Business initiatives. You will provide expertise that will be utilized to manage and measure OP services. You will collaborate with multiple NASA e-Business stakeholders to ensure an enterprise view of the procurement data.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Champion efforts to integrate e-Business efforts and develop optimized strategies for enterprise OP Solutions and e-Business initiatives.
Define and govern data (standardization and analysis) that will be used to manage OP services and measure performance using data analytic tools.
Coordinate with various NASA centers' points-of-contact, and the Office of Small Business Programs, to collect data from their local e-Business systems and sources and fabricate an enterprise view of the procurement data.
Advise management and procurement professionals on matters pertaining to procurement actions and data, contracting procedures, policy, and data interpretation.
Assist in the implementation of agency-wide e-Business system capabilities to address customer required enhancements, regulations, and NASA business policy changes.
Perform reviews and troubleshoots data extracted from Contract Writing Systems, Federal Procurement Data System Next Generation (FPDSNG), and Contractor Performance Assessment Reporting System (CPARS), and other related modules.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Extracting data from internal/external e-Business systems (e.g, contract writing systems and Integrated Acquisition Enterprise (IAE), System for Award Management (SAM) Federal Procurement Data System (FPDS)) for reports, collecting and consolidating data, performing data integrity checks, analyzing the data, identifying conflicts, and recommending corrective action to leadership;
Collecting and analyzing procurement data from various e-Business systems and providing enterprise level procurement recommendations and solutions;
Obtaining and reviewing data from auditors and technical specialist to perform quality assurance reviews and compliance.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Validating extracted data from internal/external e-Business systems (e.g, contract writing systems and Integrated Acquisition Enterprise (IAE), System for Award Management (SAM) Federal Procurement Data System (FPDS)) for reports, collecting and consolidating data, documenting data integrity checks, analyzing the data, verifying conflicts, and executing corrective actions and providing updates to senior leadership.
Reviewing and validating procurement data from various e-Business systems and providing enterprise level procurement providing solutions to senior leadership;
Developing and advising on policies and procedures relating to procurement and enterprise data.
