Subject Matter Expert (SME) for Program Planning and Control (PPC) Capability Stewardship Team in CS50. Provides technical leadership, guidance, and training to the MSFC community in all PPC disciplines. Collaborates across the Center and Agency, building strategic relationships with stakeholders and partners, and contributing to NASA's mission success. Oversees the technical representation of related support services contracts, including Subject Matter Experts, and Project Coordination.
Duties
Serves as a Program Planning and Control (PPC) subject matter expert for the PPC Office, Marshall Space Flight Center, and NASA. Assures sustained analytical skills and competence through effective PPC capability development.
Ensures continuous strength and agency leadership through capability stewardship such as training, leadership development, and promoting the community of practice.
Develops strategic plans for capability development and administration of program control tools, such as earned value management, scheduling, and PPC best practices guidance.
Leads programmatic oversight for project performance; collaborates with program managers, business managers, technical specialists, engineers, schedule and resource managers, or stakeholders to resolve problems that impact operations.
Trains, coaches, and mentors PPC practitioners in performance of high-profile assignments of importance to Center and Agency Missions. Provides technical leadership and guidance in all areas of PPC.
Supports Integrated Baseline Reviews as necessary and provides Schedule Assessment when needed. May be called on to support Standing Review Boards and Independent Review Teams as a Subject Matter Expert.
Ensures the continued availability of contracted PPC services through appropriate contract vehicles. Works with the contractor team, PPC offices across the center, and the contracting officer’s representatives (CORs).
Mentors, coaches, and guides early-career team members in growth and development as PPC professionals. Conducts training in various PPC practices when needed.
Helps to maintain and keep relevant the PPC Capability improvement initiative and the PPC Leadership Development Program.

Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading task or project teams and providing expert technical advice, training and guidance on program planning and control (PP&C);
Managing or leading programmatic support in areas such as budget development and execution, workforce planning, strategic planning, schedule development, phasing planning, operating planning, schedule risk analysis, earned value management, Work Breakdown Structure (WBS) development, schedule management or project management;
Conducting or overseeing scheduling or variance analysis for NASA, Department of Defense (DOD), or similar projects.
