As the Program Planning and Control (PPC) Manager supporting a major Science and Technology Office project within the Exploration Technologies and Systems Development Division, you will provide leadership, technical guidance, and perform work in all phases of Program Planning and Control including budgeting, scheduling, risk and Earned Value Management. You will lead a team of PPC practitioners in the planning and execution of these responsibilities to meet project deliverables.

Duties

Develops the Program Planning and Control (PPC) team into a cohesive unit executing all phases of PPC including budgeting, schedule development, risk assessments, health checks, Earned Value Management, and analysis of project performance. Leads the development and coordination of resource deliverables (i.e. milestones, funding, and workforce) for management/program reviews; spend plans; annual planning, programming, budgeting, and execution (PPBE) inputs; or milestone/gate reviews. Leads, coordinates, integrates, and monitors the Program, Planning and Control team to ensure all deliverable requirements are met with accuracy and in a timely manner within the guidelines of 7120.5 or 7120.8. Proactively manages relationships, communications and expectations between the Project, external partners, other NASA centers, supporting organizations, Program, and Program Executive offices. Anticipates and identifies potential issues that may impact completion of work. Devises and implements effective plans to manage such challenges. Guides and evaluates contractor efforts; assesses technical progress against established schedule and resources. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation.   • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading a project/program or a team of analysts in program, planning, and control to coordinate and monitor the performance for the organization; Providing technical analysis and assessment of project resources, investigating critical areas for the purpose of defining technical, budgetary, and administrative challenges; Evaluating objectives, plans, budgets, schedules, cost estimates, and/or associated prime contractor reporting, as well as project risk and resources to assess the technical and budgetary progress of project performance.
