As a Senior Management & Program Analyst with the Strategic Insights & Budget Division, you will be responsible for leading a programmatic competency such as Cost Estimating or Scheduling. You will use technical and leadership skills to influence colleagues, negotiate with projects, author reports, build tools, and present to decision makers. You will lead programmatic analysis on Standing Review Boards to independently assess projects and ensure they are meeting Project Management requirements.

Duties

Build life cycle cost estimates of NASA projects (independent cost estimate, Joint Confidence Level [JCL], and cost risk analysis) for science and other missions. Perform cost analysis and JCL analysis to measure performance and identify risks. Build schedules of NASA projects including integrated master schedules for aeronautics and other missions. Perform schedule risk analysis of projects to identify critical path, probabilistic critical path, schedule margin, and identify risks. Perform Earned Value Management (EVM) of projects including surveillance. Perform EVM analysis to calculate metrics. Use EVM data to improve cost, schedule, and JCL analysis. Analyze contractor Integrated Program Management Data Analysis Report. Lead programmatic analysis for Standing Review Boards providing cost, schedule, and EVM analyses. Complete analysis on their own for lifecycle milestones. Analyze data to make improvement recommendations and write formal Requests for Action. Build statistical models that automate programmatic analysis of NASA projects. Analyze existing methods to design new models that add value and increase capability. Utilize advanced statistical methods and new technology to solve complex problems. Lead a programmatic competency, such as Cost Estimation or Scheduling. Provide leadership and negotiate with offices and projects. Organize and share information to enable Project Management best practices that solve complex problems. Author analysis reports independently that provide valuable insights to decision makers. Utilize advanced mathematical methods to construct meaningful reports portfolios and projects. Ensure analysis is constructed with proper data and methods. Present results of analysis to the NASA community and decision makers. Utilize exceptional oral communication to convey complex results. Build briefings independently with a focus on detail and ensuring conclusions are clear and concise. Represent NASA as a subject matter expert in a programmatic competency such as Cost Estimating, Scheduling, or EVM at interagency councils. Publish papers, present at conferences, and share best practices with large and small audiences. Evaluate projects independently against NASA policies for Project Management. Use knowledge of NASA and Federal financial, budget, and performance to optimize investment decisions. Analyze programmatics to make recommendations for improvements. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Building life cycle cost estimates or Joint Confidence Levels (JCLs) for science, human, technology, or aeronautics missions and constructing cost risk analysis models that calculate probabilistic confidence models and identify risk drivers; Building integrated master schedules of science, human, technology, or aeronautics missions and constructing schedule risk analysis models to calculate probabilistic confidence levels and identify deterministic and probabilistic critical paths; Serving as a member of a Standing Review Board (SRB), Independent Review Board (IRB), or formal Independent Review Team (IRT) conducting programmatic assessments as the lead analyst, or serving as a member of a program or project office responsible for constructing the cost estimate, JCL, or schedule that is assessed by the SRB, IRB, or IRT.
