This position functions as a Program Analyst in the Ambulatory Care & Processing Section of the Patient Care Administrative Service at the Louis Stokes Cleveland VA Medical Center. Responsibilities include Beneficiary Travel, Patient Funds, Outpatient Clinics, Enrollment & Eligibility program management with direct concurrence and guidance from the Chief of the Ambulatory Care & Processing Section.
Duties
Major duties include, but are not limited to:
Responsible for assisting the Chief of Ambulatory Care & Processing with the directing, planning, and administrative coordination of the Ambulatory Care & Processing section operation.
Responsible for assisting with the program training, guidance, and development of new and current employees in the Ambulatory Care & Processing section.
Responsible for the tasks involved in payment of invoices for the LSCVAMC including activities related to entering and maintaining vendors, vendor inquiry, resolving interfaced invoice issues, inquiring on the status of invoices and payments, and generating selected reports.
Provides financial advice and budget support to the Chief of Ambulatory Care & Processing Section and serves as a back-up fund control point official for designated AC&P fund control points.
Prepares drafts and replies to executive level and controlled correspondence for the signature of the Chief of the Ambulatory Care & Processing Section or the Chief of the Patient Care Administrative Service.
Required to compose and type various letters, reports, forms, and other appropriate correspondence pertaining to the Ambulatory Care & Processing.
Completes recurring and special reports as requested by the Chief, Ambulatory Care & Processing. Ensures a quality assurance program is developed and maintains program activities.
Plans and/or accomplishes special projects. Incumbent must be able to determine appropriate approach to perform a variety of duties related to special projects involving a wide variety of issues.

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with collecting, compiling, and/or tracking data and statistical information in support of program operations; monitoring and updating reports; identifying, analyzing, and recommending solutions to problems; making recommendations based on analysis of statistical data for process improvement; organizing and scheduling meetings; maintaining computerized databases or information tracking systems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study (Transcripts must be submitted). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Program Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement (Transcripts must be submitted).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary but does require some walking, standing, bending and carrying lights items such as books and papers.
