The primary purpose of this position is to perform a variety of analytical, planning, evaluative and advisory work to provide the Chief Financial Officer (CFO) with objectively based information for making decisions in payroll and other financial operations within Bay Pines VA Healthcare System (BPV AHCS), and reports directly to the CFO.

Duties

Duties consist of the following, but are not limited to: Receives inquiries regarding pay problems that require immediate action. Coordinate various work functions of Payroll Technicians and Human Resources personnel. Conduct training for new employees and perform on-going training as assigned by the supervisor. Prepare standard operating procedures for PAID, DF AS, and HR Smart as a training tool and conduct payroll training and travel required for all Bay Pines Healthcare System personnel who interact with the payroll system. Perform such other duties and assignments of equal scope and complexity relating to general payroll, retirement and TSP matters as may be assigned by the Supervisor. Serve as subject matter expert for new system implementation, flow charts, operational statements and other system documentation, staff utilization productivity measurement, cost factors and customer service levels. Coordinates daily, weekly and monthly payroll transaction reports. Perform reviews and analyses on timekeeping and payroll methods and techniques as they pertain to the functions and processes of the section. Performs other directly related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Hand on experience in payroll, human resources and financial systems, to include Defense Finance and Accounting Service/Defense Civilian Payroll System (DFAS/DCPS), VA Time and Attendance System (VATAS), HR Smart and Personnel and Accounting Integrated Data (PAID) systems; Use a personal computer and have advanced application and experience with Microsoft Excel, Outlook, Word and PowerPoint; Research, document, and resolve complex pay cases; Perform reviews and analyses on timekeeping and payroll. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work is performed primarily through extended use of a computer, so there are extended periods of sitting while using the computer.
