This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Payment Policy and Financial Management Group (PPFMG), Division of Policy and Analysis (DPA).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will serve as the Deputy Director of the Division of Policy and Analysis (DPA), Payment Policy & Financial Management Group (PPFMG).
Duties
In the absence of the Director, exercises managerial authority over the staff responsible for developing policy and analyzing data related to the ACA financial management health insurance programs.
Evaluates work performance; gives advice and provides counsel or instruction to employees on both work and administrative matters.
Develops policy, guidance and operational procedures relating to financial management programs set forth in the ACA, including payments to issuers participating in the Federally-facilitated Exchange (FFE) or State-Based Exchanges (SBE).
Works with the Director to establish and maintain partnerships within and outside CMS, providing expert consultation on the topics relating to the Affordable Care Act (ACA), transparency and disclosure.
Assists the Director with overseeing and/or personally conducting work that develops and produces a variety of written products, including briefing documents, correspondence, contractor performance evaluations, and issue papers.

- This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Developing strategies for financial management programs and processes related to health insurance (such as risk adjustment, user fees, advance premium tax credits, and cost sharing reduction payments); 2) Examining compliance data and/or financial data related to health insurance programs; (3) Providing consultation to senior leadership on legitimacy of policy changes related to health insurance programs AND 4) Planning, organizing or assessing work activities for subordinate employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
