Duties
Manage the directorate labor program and serves as the Designated Management Official (DMO) for the Director/Deputy Director.
Review, evaluate, and provide guidance on all labor issues including tracking, facilitating, and consulting on all grievances and unfair labor practices that pertain to or potentially affect the directorate.
Represent the directorate in forums, hearings, and meetings which convene to discuss, resolve, or implement labor programs and issues.
Interface with Civilian Personnel and Labor Relations Organizations on issues which require resolution through arbitration.
Participate in the preparation and finalization of management bargaining positions.
Identify areas requiring special studies or audits.
Evaluate suggestions involving a wide variety of human resource issues such as occupational skills utilization, job responsibility determinations, and changes in working conditions.
Perform a wide variety of exceptional complex management analysis studies of labor, manpower, and personnel problem areas involving highly technical and professional fields.

Specialized Experience: One year of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade level (GS-11) or equivalent in the Federal service which includes analyzing, evaluating, implementing, and making recommendations for a wide range of managerial problems; providing advice and guidance on a variety of human resources issues; and reviewing, evaluating, and providing guidance on all labor issues including tracking, facilitating, and consulting on all grievances and unfair labor practices.
