As a Energy Program Specialist, you will assist in the development and implementation of R10’s energy and water conservation strategy.Location of position: Public Buildings Service, Facilities Management Division, Portland, OR; Seattle, WA or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Coordinates and executes comprehensive energy and water conservation projects through consulting, utility, or national laboratories, to identify energy and water conservation projects at owned assets. Analyzes and evaluates a variety of concepts, methods, and technologies that will be beneficial to implement though efficiency projects at owned assets. Participates in comprehensive investigations, evaluations, and inspections to develop improved building operation, maintenance and repair, and modernization procedures for reducing operating costs and energy consumption. Analysis of total building energy consumption aggregated by end-use, performance parameters of building systems, and of the run-time and operation of these systems. Determines causes of high energy usage, analyzes possible methods of correction, and recommends equipment or operating changes as necessary to make the building more energy efficient, improve performance, and reduce operating costs. Identifies unusually high or inefficient energy consuming buildings through cost analysis, building characteristics and operating trends, and energy audit studies. Identifies and develops scopes of work for studies. Consults with architect and engineering firms performing studies, ensures compliance with current executives orders, regulations, and guidance for life cycle cost analysis, assists in preparation of retrofit concepts for funding and accomplishment in buildings, initiates and prioritizes such projects for accomplishment, and ensures projects are entered into the system of record. Assists in the development of local reporting systems and energy efficient standards, as well as manuals, handbooks and other directives to implement improved energy conservation standards, policies, and procedures. Conducts research and follow-up in providing available engineering handbooks, technical standards, local and national codes, and other directives to implement improved conservation standards, policies, and procedures.

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959

Qualifications

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience providing support for an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; assisting with identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost.
