The Miami VA Healthcare System (MVAHS) is a complex Level 1a teaching hospital, affiliated with the University of Miami (UM). The MVAHS is a general medical, surgical and psychiatric facility. The facility provides a full range of patient care services with state-of-the-art technology as well as education and limited research.
Duties
The incumbent is responsible for overall management of VistA and MAS Core Software packages.
Serves as a point of contact on matters relating to the MAS VistA Core packages.
Provides staff support to Information Resource Management (IRM) by providing information and analysis of software functions within the service and evaluating and testing new VistA equipment and software, to include commercial off the shelf software.
Works with Program Application Specialist in designating and preparing data management analyses, special studies, and reports for use by top management for budget preparation and workload projections using multiple data sources such as VSSC, VistA, VA File Manager, and others
Conducts management studies to collect data on patient demand, workload trends, and bed utilization.
Complies statistics for inpatient and outpatient staff.
Estimates and computes workload projections through established formula and guidelines.
Assists other services in the medical center to achieve workload studies.
Assigns menus, security keys, and mail groups to service employees as well as non service employees requesting special service/VistA options, making necessary changes as employees transfer to and from other services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of this experience are: Utilizing computer software programs to develop procedures for validation of data input, e.g., Outpatient Error Listing, Patient Treatment File (PTF) discharge, clinic workload; Analyzing data, identifies discrepancies, make corrections, and recommends a course of action to assure accuracy and timeliness of future data input; Coordinating with users to implement new service requirements; Resolving operating problems through troubleshooting procedures; Performing program cost analyzes such as development of life cycle or other cost analysis of projects, or performance of cost benefit or economic evaluations of programs. Assisting with cost effectiveness studies by collecting data and making computations. Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Evaluates results of audits/inspections; Analyzing program performance data to identify slippage and impact; Etc..

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related Education cannot be credited without documentation.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
