You will serve as an ATFP READINESS PROG MGR at COMMANDER US FLEET FORCES COMMAND.

Duties

You will develop, direct and manage the work product of the USFF Higher Headquarters Assessment Section, comprised of military and contractor Antiterrorism Subject Matter Experts. You will develop assessment schedules, provide oversight to assessment teams, and validate assessment findings against program benchmarks and performance targets. You will note significant variations, remedial actions taken, and recommends action to be taken by the Office or Primary Responsibility (OPR) to Commander, USFF. You will develop and provide periodic briefings of program objectives, program status, and improvement plans to Director, Maritime Operations. You will manage military personnel and oversee the work of contractors. You will prepare for approval to Commander, USFF the exercise planning cycle, exercise budgetary controls, exercise control group requirements, and exercise objectives, and assessment criteria. You will coordinate and oversee the development of the exercise After-Action Report (AAR), identify programmatic capability area gaps, and recommend improvement actions to the Office of Primary Responsibility. You will serve as an advisor to the Director, Fleet Antiterrorism and Deputy Director Fleet Antiterrorism, and as Lead Assessor in areas involving higher Headquarters Antiterrorism Assessment issues. You will maintain an environment that is fair and equitable when considerations are made for qualifications, selections, assignments, training opportunities, promotions, details, discipline and awards to subordinates.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery experience in compliance assessments, preferably in the area of Force Protection, Antiterrorism, or Mission Assurance. This must include expertise from the assessment of subordinate units/activities. Expert knowledge of Federal, DOD, DON Security and ATFP policies, procedures and doctrines to appropriately execute the HHOA Program throughout CONUS. Mastery experience planning complex exercises involving the development of objectives, performance expectations, and their alignment to the exercise objectives. Experience on a major DoN staff with a history of developing orders, plans, and procedures as it applies to the National Response Framework. Experience and knowledge of the Navy Warfare Training System and apply it to the evaluation of the Navy Antiterrorism Mission Area. Demonstrated knowledge of the mission essential tasks and the conditions and standards used to govern the effectiveness of an installation's, ship, activity, or unit's antiterrorism program.
