The primary purpose of this position is to exercise first-level supervisory and managerial authorities as the Chief, Integrated Resilience Division located in a Major Command (MAJCOM) headquarters.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Integrated Resilience, Interpersonal and Self-Directed Violence Prevention and Response programs and initiatives; participates in providing both technical and administrative direction to subordinates. Develops, refines and implements the MAJCOM strategic vision for D&I and Affirmative Employment. As the primary subject matter expert and advisor to the MAJCOM/CC, MAJCOM/CD and senior leadership, develops and promotes a comprehensive, coordinated and integrated approach to the management of D&I and Affirmative Employment and related statutory policy program requirements MAJCOM-wide for the Total Force. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Serves as focal point for resource allocation and control, and maintains effective liaison with AF program monitors and the AF Airman and Family Programs Resource Manager to ensure accurate and equitable allocation to the command.

  • Work occasionally requires travel away from the normal duty station. Individual may be required to wok extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real world contingency

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of Community Support Programs and the ability to direct, evaluate and determine program requirements for community, families and Airmen support delivery systems as it impacts Diversity and Inclusion, Affirmative Employment, military and civilian equal opportunity, interpersonal and self-?directed violence, and resilience programs; (2) In-depth knowledge of military culture, military family dynamics, related professional fields and (3) Expert knowledge of the structure, regulations, practices, and programs of human performance to direct Total Force Fitness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Community Support Programs and the ability to direct, evaluate and determine program requirements for community, families and Airmen support delivery systems as it impacts Diversity and Inclusion, Affirmative Employment, military and civilian equal opportunity, interpersonal and self?-directed violence, and resilience programs throughout the MAJCOM. In-depth knowledge of military culture, military family dynamics, related professional fields, and a thorough knowledge of the community and the unique challenges that families face; or equivalent knowledge. Expert knowledge of the structure, regulations, practices, and programs of human performance to direct Total Force Fitness; including an understanding of, and ability to respond to the particular concerns and issues. Ability to serve as a consultant and expert to a multidisciplinary team in the areas of Airmen, Family/Community Support and Total Force Fitness/Resiliency. A high degree of written and verbal communication skills to effectively communicate with senior level leadership within and outside the DOD is required, thus facilitating an ability to work harmoniously in a multi-functional organization and an ability to interact with managers and representatives at the MAJCOMUSAF, DoD, Congress, and high levels of national agencies and represent the MAJ COM at formal and informal meetings, conferences, and legislative symposia requiring the highest level of technical and managerial competence. Ability to analyze, plan, organize, and direct work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. Knowledge of resource and financial management to plan, obtain, present, and defend MAJCOM funds, respond to emergency needs and track obligations to ensure they are being properly managed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
