Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of Grants Management, Washington, D.C. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level GS-14 the major duties of this position include, but are not limited to the following: 1. The incumbent remains current with statutes, proposed legislation, and Government-wide management initiatives related to grants and cooperative agreements, including the use of government-wide financial assistance systems. Ensures standardization, transparency, and compliance with Government- and Department-wide standards and requirements in formulating Department-wide financial assistance policies, procedures and regulations for uniform agency-wide implementation and oversight based on statutes, Title 2 Code of Federal Regulations, Office of Management and Budget Circulars, Executive Orders, and other policy directives and Department and government-wide management initiatives. 2. Provides guidance to program officials, grants applicants and recipients in the interpretation, application, and implementation of applicable laws and regulations, policies and procedures pertaining to all aspects of federal assistance program activities. 3. Represents the Department of the Interior in financial assistance related inter-agency committees, working groups, and partnerships established to develop Government-wide policies, processes, standards and systems for financial assistance. Takes a leading role in intra-agency financial assistance working group activities and initiatives, e.g., Department of the Interior Financial Assistance Management Partnership (FAMP). 4. Represents the Department and PGM at various government-wide meetings and conferences where financial assistance policy, oversight, and administration issues are discussed; also serves as key expert/trainer for grantee orientations and/or workshops. 5. Provides analysis and recommendations to the Director, Office of Grants Management and others in resolving financial assistance related issues through research, coordination, and collaboration across organizational boundaries. 6. Provides technical assistance to bureaus and offices on all matters relating to financial assistance, e.g., advises and assists bureau/office grant program officials in the development, implementation and evaluation of grant program plans, strategies, regulations, announcements, guidelines and procedures. 7. Manages the ongoing operation of GrantSolutions, the Department's financial assistance/grants management system supporting the administration of financial assistance awards through all stages of their lifecycle. Manages Department-wide access and input into the GrantSolutions system. Evaluates and identifies improvement to the processes, procedures and system functions of GrantSolutions. Performs as Department primary management interface with GrantSolutions, shared-service provider, the Department of Health and Human Services (HHS). The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: $132,368 (Step 1) - $172,075 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) interpreting and applying applicable federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy and guidance; 2) contributing to the formulation of organization-wide strategic direction for federal financial assistance programs; 3) communicating organizational strategies, goals, objectives, and/or internal controls related to federal financial assistance; 4) researching, gathering, analyzing, and presenting data from multiple sources, documenting analysis, recognizing trends, and making recommendations. 5) Use of financial assistance systems, such as GrantSolutions, Grants.gov, USAspending.gov, and SAM.gov, as well as other information technology, data sources and software programs for data collection, analysis, performance measurement and reporting purposes. Must meet all five.
