The primary purpose of this position is to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to command mission interests, national defense or national security and providing limited information, personnel, and industrial program support for the installation.

Duties

Assists in the implementation and administration of the information security program for the installation. Studies higher headquarters guideline material and recommends procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by installation activities. Participates in the evaluation and monitoring of contractor(s) security programs. Implements and administers the personnel security program for the installation. Assists security managers in implementing security education programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Security Administration Series, 0080. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of the methods of performing such duties as conducting reviews, collecting and analyzing information, etc. and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, and other issues that influence the course of actions taken in resolving security questions and issues. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Ability to plan and carry out reviews of unit or contractor information protection programs, analyze and evaluate reports, and conditions to recommend remedial actions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's Degree or equivalent OR 2 full years of f progressively higher level graduate education leading to such a degree or L.L.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security specialties, concepts, principles, criteria, requirements, technology, and practices. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
