***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a Security Officer, Position Description Number T6006000 to serve as the Special Security Representative (SSR) under the direct supervision of the Senior Intelligence Officer (SIO)". This is a full-time, Excepted Permanent, position which DOES NOT require a Georgia Air National Guard Membership. A Recruitment Incentive may be available for this position. Duties

As a Security Officer, GS-0080-13, you will: Exercise supervisory personnel management responsibilities. Under the supervision of the Senior Intelligence Officer (SIO) and the Wing Commander, this position directs, coordinates, and oversees work through the 116th Operations Group. Responsible for decisions, management, oversight and quality control of personnel matters, including assignment/promotion recommendations, performance ratings, awards and other recognition, mentoring, contractor statements of work and acquisition plans and decisions. recommendations, performance ratings, awards and other recognition, mentoring, contractor statements of work and acquisition plans and decisions. In rare instances may act as the Contractor Officer Representative (COR) overseeing contractors working within 116th Air Control Wing and Sensitive Compartmented Information (SCI) facilities. Reviews developmental needs of staff supervisors and makes decisions on non-routine, costly or controversial training needs or requests for employees under supervision of the Senior Intelligence Officer. Discharges security responsibility by ensuring education and compliance with security directives for staff with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to health or safety of subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Approves and validates necessity of and related expenditures for official government travel. Identifies subordinate developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Develops, modifies and interprets performance standards and relays expectations to subordinates by providing regular feedback on job performance. Holds subordinates responsible for unsatisfactory completion of work assignments and appraises performance ensuring consistency and equity in rating technique. Hears and resolves subordinate complaints and refers serious unresolved complaints to higher-level management. Initiates actions to correct subpar performance or conduct. Implements disciplinary measures in situations where warranted and prepares documentation to support actions taken. Demonstrates sensitivity to subordinates' ideas and promotes environment in which subordinates are empowered to participate in and contribute to effective mission accomplishment. Encourages self-development through education, mentorship and followership initiatives. Approves the master leave schedule ensuring adequate coverage for peak workloads and traditional holiday vacation time. Periodically reviews and explains position descriptions for civilian employees to ensure accuracy and the most effective utilization of personnel resources. Serve as Special Security Representative (SSR). Responsible for developing, coordinating, and implementing policies on the near-term operational and emerging classified capabilities in addition to sustainment, testing and training requirements for the Wing. Incumbent works under the direction of the Senior Intelligence Officer and the Wing Commander. Position supports the commander in operational planning and analysis in order to provide optimal recommendations for the employment of Air National Guard capabilities. This position shall apply expert analytical and evaluative skills to determine the actions necessary to support a variety of major missions and operational plans; ensures planning inputs are strategically and operationally sound, logistically feasible and supportable. Provides rapid support and reach back in support of contingencies and exercises. This position will provide security-based operational perspectives and advise commanders and other senior leaders in the wing on the employment of Air National Guard capabilities for achieving necessary joint warfighter effects. Under the guidance of the Senior Intelligence, manages and directs all activities regarding Sensitive Compartmented Information and corresponding SCI facilities (current and future), ensuring adequate oversight for information, personnel, physical and automated information systems, and functional work areas, ensuring compliance with legal and regulatory guidance while meeting supported unit requirements. Develops goals and objectives that integrate organizational, wing, Air National Guard and National Objectives. Researches, interprets, analyzes and applies National, DoD, Director of Central Intelligence Division (DCID), USAF and Air National Guard policies classifying and protecting Sensitive Compartmented Information (SCI). Perform other duties as assigned.

  • This position requires a Top Secret SCI security clearance (Special Compartmented Information) as a condition of employment. Incumbent must be able to obtain and maintain required security clearance.
  • The employee may be required to travel TDY, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a cellular phone.
  • The employee will be required to have, or obtain, and maintain a valid driver’s license.
  • This is a Drug Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as developing goals and objectives that integrate plans, programs, testing, and sustainment for unclassified, Top Secret, and SCI security requirements that support military, civilian, and contractors to include all assigned and/or attached units and that meet, Air Force and Air National Guard (ANG) objectives. Additionally, the Special Security may oversee contractors working within 116 Air Control Wing and Special Compartmented Information Wing Plans and Programs and SAP facilities and in rare instances may act as the COR. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
