The primary purpose of this position, ENGINEERING TECHNICIAN (MATERIALS), GS-0802-12 is to serve as the Conformation Verification Program (CVP) Manager and materials engineering technical subject matter expert. The CVP Manager assesses the quality of spare parts procured from
contractors as they are received on the installation.
Duties
Direct and oversee the technical evaluation of incoming USAF weapon system spare parts (value of a single sample may vary from less than $100 to over $5000,000) from contractors to determine conformance to technical specifications and contract requirements.
Randomly select requisite contract deliveries each month and ensure parts from these shipments are submitted to appropriate laboratories for test and evaluations.
As the materials engineering technical subject matter expert review laboratory testing results for completeness and accuracy.
Develop and disseminate CVP data and results, either through briefings or correspondence, to top management.
Ability to use computer programs to enter and extract data from data bases to maintain records and document actions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of First Article verifications.
Knowledge of a wide range of Material Engineering Technician principles and practices, operating parameters, capabilities, and limitations of parts/assemblies associated with Air Force and other DoD weapon systems and component design, capabilities, configurations, limitations, and functional operation.
Knowledge of safety regulations, procedures, and practices.
Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/ interfacing systems involving numerous parts/assemblies; and in using complex test and measuring equipment using integrated test functions for different purposes.
Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex parts/assemblies associated with DoD weapons systems; to trace arts/assemblies from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary although some occasional physical effort may be required to examine assists in the storage area. Employee may be required to lift 25lbs or more with assistance on occasions. Must be able to reach above the shoulders. Use of fingers and both hands required, walking, bending, kneeling, climbing, both legs required, vision correctable acceptable, ability to distinguish basic colors. Exposure to noise, solvents, grease, oils, electrical energy, and working around moving objects and vehicles. Working on ladders, closely with others and alone are a part of the operations.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office. Frequent travel to manufacturing, storage of laboratory areas will be required.
