Duties
Develop and execute policy for civilian personnel.
Establish, revise, and provide agency specific interpretations for various laws, policy, executive orders, and other regulatory guidance.
Serve as staff level representative with the Total Force Directorate to provide input/recommendations.
Maintain currency of civilian human resources program developments, directions, laws, policies, regulations and procedures.
Develop and present long and short range plans to accomplish program requirements and coordinate plan of action for implementation.
Serve as Human Resources Specialist with oversight of assigned programs and projects such as: Classification, Human Capital Framework (HCF) evaluation program, **CONTINUED ON BULLET POINT BELOW**
**CONTINUED FROM BULLET POINT ABOVE** Strategic Planning, Cyber Security for position descriptions, Talent Management, Critical Acquisition Position (CAP)/Mobility Agreements, and Position Designation.
Requirements

Qualifications
To qualify for a Human Resources Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
Developing project management strategies and approaches for the delivery of civilian Human Resources Management (HRM) policy, services, and support.
Applying analytical methodologies to evaluate data/information, identify trends and advancements, and make recommendations on strategy and policy that improves organizational effectiveness.
Providing overall policy direction, oversight, and program evaluation of the administrative and technical aspects of civilian human resources disciplines.
Negotiating and advocating through written and verbal formats.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
