This position is part of the Defense Human Resources Activity, The incumbent will be responsible for The Defense Human Resources Activity's (DHRA) mission is to provide program support, information management, and administrative services to the Department of Defense (DoD) Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a Management & Program Analyst at the GS-0343-13 some of your typical work assignments may include:
Training Management- Responsible for the Master Training Plan that encompasses all functional, mandatory, and technical trainings for all DMDC government employees.
Space Management - Provides expert assistance on major planning problems and in formulating efficient and economical space operations policies, criteria, and procedures for space assignment projects.
Program Management - Reviews DoD policies, guidance, and other materials, and determines overall program management approach, including objectives, actions required, timelines, milestones, funding requirements and justifications, and resources. Provides planning and program guidance and assists in resolving associated challenges. Establishes management controls and measurement instruments to evaluate program effectiveness, efficiency, and accomplishments and determines changes, expansion, or revision as appropriate.
COR - Serves as a project manager and Contract Officer Representative functions for DMDC's program management areas and required technical training contracts.
Business Operations - Provides oversight of administration of various business administration functions examples would include: capturing admin policies in Standard Operating Procedures, leading the assignments and tasks to include tracking suspense's of all administrative taskers in the Task Management Tool for the admin support division; this requires coordination between all directorates within DMDC as well as external coordination with DHRA.
Action Officer - Performs action officer duties in support of DHRA functions and mission requirements. Responds to data calls and issues as they are received through formal tasking. Ensures compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall task management and resolution of problems.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Provides continuous oversight of program formulation, planning, deployment, and execution for training programs and space management projects.
Executes project manager duties and Contracting Officer Representative functions.
Provides oversight of administration of various business administration functions.
Executes action officer duties in support of mission requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
