The primary purpose of this position is to serve as the Investigative Policy & Technology Integration Manager at Air Force Office of Special Investigations Headquarters, Applications Management & Development Division, and responsible for analysis, review, development, and assessment of internal policy and its integration with technology.

Duties

Plans, organizes, and directs the implementation of technology solutions in accordance with governing policy, law, regulation, order and/or other guidance. Directs a dynamic process to facilitate discovery, evaluation and creation of Command technology policy. Serves as the primary Product Owner and Manager of AFOSI's productivity tools. Oversees, plans and coordinates all efforts related to the maintenance, sustainment and development of AFOSI's primary knowledge management, workflow and productivity tools. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents agency in a continuous liaison with counterparts at the Air Staff, other Service headquarters, and DoD offices to integrate AFOSI actions.

  • Air Force special investigations functional experience, particularly at the management headquarters level, is highly desirable.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to obtain and maintain a Top Secret clearance.
  • The incumbent must undergo an internal background investigation by OSI and must be approved for duty by the Commander of OSI or the Commander?s designated representative(s).
  • Strong understanding of and experience in productivity and collaboration tools to include Microsoft Office, SharePoint, PowerAutomate, PowerApps and PowerBI is highly desired.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the federal, DoD, Air Force, and OSI policies, tactics, techniques and procedures) as well as the OSI Corporate Structure; a thorough knowledge of Air Force and OSI program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of OSI operations. Knowledge of the military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command and functional community entities involved in overall planning and execution of AFOSI missions and operations. Expert knowledge of internal OSI digital technology capabilities, to include cloud-based enterprise solutions, used to manage business processes, training, productivity and collaboration; Specific OSI knowledge used to successfully initiate, plan, schedule, and conduct difficult and complex technology implementations while managing and guiding policy considerations; Ability to evaluate, develop and recommend innovative means to improve the effectiveness and efficiency of command operations with digital technology solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military special investigations functions at the strategic, operational, and tactical levels, including investigations of felonylevel crimes against people, property, and the environment; frauds against the Government involving services and weapons system procurement contracts; counterintelligence activities designed to detect, exploit, and neutralize threats of espionage, sabotage, terrorism, and subversion; specialized investigative activities such as forensics, polygraph examinations, and computer crime investigations; protective service operations for senior officials; integrated force protection for the agency; specialized security policy for and management of special access programs; and liaison with federal, state, local, and foreign nation law enforcement, counterintelligence, and security agencies for matters falling within the Special Investigations mission. Knowledge of military service and military special investigations program goals and objectives, knowledge of the relationship of the various entities involved in the federal investigative and counterintelligence communities, the overall planning and execution of special investigations operations and a firm understanding of the technological tools and applications used in the performance of the special investigations mission. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for management use and decision making. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to establish and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Knowledge of a wide range of information technology principles, concepts, and methods. General knowledge of infrastructure development and management, systems integration, lifecycle management, and software development, maintenance, and sustainment sufficient to implement the development, deployment, or acquisition of technical solutions and digital capabilities. Knowledge of modern software solutioning practices, techniques and concepts and the ability to provide expert technical advice and guidance to customers and senior leadership on the application of technology that can meet current and future mission requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
