About the Position: Serves as a Management Analyst with the Fort Carson Directorate or Emergency Services (DES), Fire and Emergency Services Division. This is a competitive upgrade of an encumbered position.

Duties

Conduct studies and analyses of limited scope and/or assist in comprehensive analyses of organizations, functions, and work processes. Provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Provide Human Resources liaison, training administration, and other administrative support to the Directorate of Emergency Services, Fire and Emergency Services Division. Work operations are subject to major periodic changes in workload, manpower requirements, mission, programs, technology and governing directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a Secret Security Clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
  • Incumbent must be a qualified typist (40 WPM)
  • Travel may be required up to 10% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes demonstrated experience 1) using computer software to prepare statistical reports based on studies and analysis; AND 2) using automated systems to input and track personnel/manpower actions; AND 3) providing assistance in monitoring timecards and awards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Data Systems and ManagementPlanning and EvaluatingRequirements Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
