This position is part of the Department of Defense. This position will serve as Deputy Comptroller for Security Assistance Accounts/Foreign Military Sales (SAA/FMS) to the MDA Comptroller/Chief Financial Officer (C/CFO).
Duties
As a Supervisory Financial Management Officer at the NH-0501-4 some of your typical work assignments may include:
Provide executive level strategic advice and guidance to the C/CFO, Director for International and Policy, Director for Operations, and the Agency Director. Represent the C/CFO and Director for Operations to other senior level counterparts in all financial matters within the Department of Defense (DoD), Military Services, and outside the Agency, including GAO, OIG, OMB, OSD, and Congress as well as externally to our Foreign Partners.
Manage the development, input, and review of all financial aspects, briefings, and Requests for Information for Program Management Reviews, Financial Management Reviews, and/or other reviews/requirements internal and external to the Agency and Foreign Partners.
Manage, direct and supervise the financial management operations (budget, cost) of SAA/FMS of the Agency to include recruitment, training, career development and retention of government and contractor efforts in various geographical locations. Assure reasonable equity among subordinate organizations of performance standards and rating techniques and comparable equity in assessments.
Provide executive-level oversight and management as the primary business advisor of financial guidance and fiscal administration of all MDA and Work-For-Other (WFO) SAA/FMS programs.
Perform the full spectrum of centralized Comptroller and Financial Management/Execution, presentations and justification requirements to include but not limited to: Accounting, Budget, Compliance (DoD, Department of State, etc.), Financial Systems, Financial Policy, Funds Control, Manpower Management, Support Agreements, etc.
Oversee and manage SAA Financial Improvement and Audit Readiness (FIAR), Financial Statement Audits, remediation, and deliverables. Develop and manage SAA audit training, serve as the Agency focal point and liaison to DFAS, OIG, OSD, and DSCA and coordinate requirements with the Agency's Director for Financial Audit and Senior Executive members.
Oversee development and preparation of independent resource analysis studies and reports to support resource management internal and external to the Agency.
Lead and/or conduct special studies related to any area of financial management.
Collaborate with and maintain an effective and operational cooperative working relationship with the Military Services, Department of State, and DoD Agencies for SAA, audit, and financial interactions in the broader Security Cooperation community/environment.

- Position requires DoD Acquisition Advanced Business-Financial Management certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.
- DoD Critical Acquisition Positions require a signed written agreement to remain in Federal service in the position for at least three years.
- This position requires Security Cooperation Certification Basic Level. Certification prior to hiring is not essential but must be accomplished within the allotted timeframe after entry into this position.
- This is a Financial Management Level III certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d.
Qualifications
You may qualify at the NH-04 broadband level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service:
Experience working across Senior Executives and their staffs, stakeholders, and DoD Commands or organizations for the resolution to financial problems and in the administration of appropriated and/or Security Assistance (SA) programs;
Experience managing, directing and supervising the financial management operations (budget, cost) and Financial Improvement and Audit Readiness for DoD multi-appropriations or SA Programs;
Experience performing, managing, and directing work associated with reporting capabilities and the development, analysis and implementation of all resources to accomplish missions;
Experience providing authoritative advice and evaluation on DoD and other Federal agency policies, regulations, guidelines, and decisions; and
Experience formulating, justifying and executing Security Assistance Accounts or multi-appropriations by applying audit and financial management procedures and practices as well as authoritative direction and instruction for all aspects of PPBE processes/procedures and compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
