About the Position: This Program Analyst position is located at Redstone Arsenal, AL with the US Army Aviation and Missile Command, Security Assistance Management Directorate (SAMD).
Duties
Serve as a Program Analyst with responsibility for conducting review and analysis of program progress to determine the status of resources, and providing advice
and guidance to personnel of the organization in planning, programming and budget activities.
Makes reviews and analyses of operating programs to determine degree of program accomplishment, identify problem areas, and informs appropriate supervisors/managers of technical progress in terms of planned effort.
Plans and programs for which responsible are typified by encompassing a number of interrelated organizational entities engaged in a large number of processes and functions
being important in terms of support to national level programs; requiring analysis of functions which are highly technical in terms of support rendered; and are subject to rather frequent program changes.
Plans, develops, coordinates, reviews, and analyzes program data and serves as focal point for information relating to specific SAMD functional elements, as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includescompiling program data; providing input and reviews on Memorandum of Agreements, analysis, evaluation, and detailed information on program operations; utilizing General Fund Enterprise Business System and SOMARD; assisting in the development of programs planning and execution of budget work for operating programs; analyzing and evaluating data to identify actual or potential problems and trends; and prepare reports on program progress and makes recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
