This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Program Analyst within a Project/Product Mgmt Office with responsibility for cost/schedule/resources management and program reporting. This is a pay banded position. The NH-3 band encompasses grades 12 and 13 under the General Schedule (GS) system.

Duties

Plan and monitor projects and analyses for a portion of the organizations budget and provide financial advice with guidance from senior analysts of the organizations program financial requirements. Interpret established policies and procedures, and regulations in conformance with the established mission objectives and goals. Analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering, and analytical techniques, and systems evaluation methodology. Track all active year funds regarding allocation, obligation, and expenditure of funds for their respective areas. Actively participates in near, mid-term, and long-range planning. Manage cross organizational lines of accounting and ensuring that all personnel supporting PM programs have the line of accounting available in Defense Travel System (DTS) to choose from when traveling in support of programs. Experience in financial management and execution for Foreign Military Sales (FMS) is preferred. Utilize financial systems such as the Standard Operation and Maintenance Army Research and Development System and General Fund Enterprise Business System to process Purchase Requisitions and Mechanization of Contract Administration Services. Utilize Project Management Resource Tool (PMRT) Comprehensive Cost and Reporting (CCaR) to create and process Purchase Requisitions, Purchase Orders, and Logistics Modernization Program (LMP).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Incumbent must be able to obtain and maintain a Secret clearance.
  • This is a Financial Management Level 2 Certified position.

Qualifications

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service that includes: 1) Providing financial advice on an organization's program financial requirements while interpreting established policies and procedures in conformance with the mission objectives and goals; 2) Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering, and analytical techniques, and systems evaluation methodology; and 3) Utilizing financial systems such as the Standard Operation and Maintenance Army Research and Development System (SOMARDS) and General Fund Enterprise Business System (GFEBS) to create and process various documents.
