Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Budget Analyst, you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response (ASPR) to optimize business results and customer experience by:
Providing expert advice to the Director and Deputy Director H-CORE, managers, Executive Officials and peers on the Federal budget process, as well as developing, recommending, and implementing budgetary and financial policies affecting the financing and accomplishment of H-CORE programs.
Providing expert advice on budget formulation, execution and the development of fiscal year and multi-year budget projections.
Providing technical and non-technical information, recommendations, and advice to senior management on the status of the logistics management and actions required by such officials to ensure program effectiveness.
Reviewing, analyzing, and interpreting legislation, appropriations language, OMB circulars and bulletins, Department and program issuances, and Department guidelines pertaining to the assigned segment of the H-CORE budget.
Providing expert advice on how to best capture all costs associated with a function and how to determine accessibility of auditable sources for proper cost justification and determines the most suitable basis for reimbursement and making recommendation to the Chief of Staff, H-CORE on realignment of costs and methods for decreasing prices across the business base.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
Managing the formulation, justification, and execution of a budget and serving as a technical authority on the long-range funding needs for an entire Agency/Organization or a major program/component;
Developing, implementing, and recommending policies regarding budget that affects the financing of programs, appropriation language changes regarding budget changes, procedures for budgetary allocations and controls regarding budget changes;
Analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities and interpreting the impact of and planning for multi-year financial/budgetary and program changes; and
Conducting research, identifying, and analyzing trends in the use of funds, and recommending adjustments in program spending that require the rescheduling of program workloads.
