As a Directorate IT Specialist within the Engineering & Technology Directorate (ETD), your responsibilities will encompass establishing and implementing policies, procedures, operational schedules, resource management, procurement, budget development, and overall IT oversight for the Engineering Directorate. Your leadership role will also involve managing a team of highly skilled IT contractors to support GSFC flight projects and all associated software and engineering tasks.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Provide administrative oversight of technical support for Systems, Operational Services, and Lab Services to ensure timely response for user inquiries and resolving issues related to hardware, software, and connectivity. Provide support and expertise on a variety of technologies and IT management, such as lab management/provisioning tools, engineering applications, software license management, end user services and Help Desk management. Collaborate with division and external agency stakeholders/vendors on new IT projects to identify needs, assess requirements, recommend advanced technological solutions to ensure sufficient funding. Continuously research and evaluate emerging technologies, industry best practices, and IT standards to enhance engineering system capabilities and recommend improvements for increased efficiency and effectiveness. Plan and execute system upgrades and provide oversight when applying necessary patches to ensure system reliability, security, and performance optimization with minimal impact. Monitor and manage the organization's hardware and software assets, including licenses, warranties, and maintenance contracts, to ensure compliance, cost-effectiveness, and efficient resource allocation. Ensure compliance with all cybersecurity policies and mandates: Implement and maintain security measures to protect computer systems, lab resources, and data from unauthorized access, viruses, and other potential threats. Work closely with division and contractor staff to ensure that all end-user support requirements are identified and fulfilled.

Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Working on a team of IT specialists on functional projects providing customer service responses to inquiries and coordinating referral to services or resources within the user's organization budget requirements; Making recommendations to support the development and implementation of management procedures, tools, and applications for internal business practices that are IT related; Briefing senior leadership on findings and recommendations or reports for the status of customer service or support requirements. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading a team of IT professionals in providing customer service responses to inquiries and coordinating referral to services or resources within the user's organization budget requirements; Developing/creating and/or implementing of the principles and methods of software applications, tools, or laboratory systems to support the communication and implementation of policies, procedures, or organizational budgets; and Presenting written or oral briefings or reports to deliver metrics on status of service or resource deliverables to Center/Directorate leadership. AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
