Serves as Goddard Space Flight Center (GSFC) and Headquarters (HQ) Chief Information Officer (CIO) managing Information Technology (IT) Programs (Mission Programs and Institutional) in compliance with federal and agency statutes, regulations, policies, and procedures. Serves as a member of the Agency CIO Leadership and is accountable to the Center Director for IT operations at GSFC and HQ. Provides IT services to multiple NASA satellite locations. Occasional travel to Headquarters is expected.
Duties
The Chief Information Officer, Goddard Space Flight Center and Headquarters:
Provides IT services to multiple NASA satellite locations, such as: NASA Headquarters, Goddard Space Flight Center, Columbia Scientific Balloon Facility, NASA's Goddard Institute for Space Studies, NASA's Katherine Johnson Independent Verification & Validation Facility, and other sites.
Serves as a member of Office of Chief Information Officer (OCIO) senior leadership, defining objectives, frameworks, and metrics for IT strategic planning process and establishing ownership and timelines for associated planning steps. Collaborates with center and local mission leadership to inform and implement the NASA IT strategy. Collaborates with agency-level offices to provide input and implementation of agency architectural roadmaps and compliance standards, digital and data transformation activities, as well as addressing center-specific customer requirements. Engages Center leadership and customers to communicate and coordinate enterprise IT changes that underpin success in service delivery, while enabling mission success.
Advises and partners with stakeholders on new technologies to enable the mission. This includes facilitating continuous alignment of project investments and initiatives with a business strategy based on mission needs, resource capacity constraints, risk exposure, and interdependencies. Identifies and develops partnerships and acquisition opportunities to launch and distribute new cross-cutting digital products and services. Collaborates and works with Agency OCIO and center stakeholders to identify service improvement and innovation opportunities as well as ensuring customer requirements are incorporated into OCIO service roadmaps.
Oversees the Center OCIO organization to meet strategic planning, budget management, communication, and functional coordination goals. Collaborates with the OCIO and other Center executives to define investment and coordination mechanisms for cross-cutting digital product development capabilities and identify shared resources to improve synergies and cost-efficiency. Monitors service and product delivery to ensure customer requirements are satisfied effectively. Maintains a local strategy to communicate and coordinate service changes with customers.
Contributes to OCIO goals for talent development, retention, diversity, and inclusion. This includes overseeing a strategic Center workforce plan development and implementation to maximize the current and future workforce's effectiveness in support of agency and OCIO strategic business priorities, including analyzing trends and business strategy to forecast critical skills, emerging skills, and resource gaps. Develops IT leaders building strategic partnerships with internal and external stakeholders to enable digital transformation. Oversees planning and implementation of IT management training initiatives, IT skills analysis, and job description updates. Leads the Center OCIO team along with the associated procurement and travel budget.

Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1- Demonstrated experience in leading an information technology (IT) services organization to deliver a broad array of IT products and services to customers/stakeholders. This includes experience in developing, implementing, and executing cohesive IT strategic and tactical plans, performance, and accountability.
MTQ 2- Demonstrated experience in the development, implementation, and management of IT strategies and initiatives to adopt new IT solutions and meet evolving business requirements.
