In this position, you will serve as a Program Analyst within the ISD's Chemical Security Program Office's Policy, Rulemaking and Engagement Branch. The professional selected for this role will be responsible for supporting the implementation of the Chemical Facility Anti-Terrorism Standards (CFATS). Typical work assignments include:
Representing the interests of CISA and Office of Chemical Security before internal and external stakeholders at all levels including the public and other Federal agencies;
Planning and conducting a variety of authoritative, comprehensive, complex and sensitive projects and studies;
Performing extensive management surveys to determine compliance with CISA regulations;
Performing long-range planning and analysis of new substantive CISA programs where precedents are scarce or nonexistent;
Serving as an authoritative source of consultation for other program specialists, managers and management officials;
Consulting with management to prepare detailed plans, goals, objectives, requirements and assisting in determining the need for and development of written policies and procedures;
Presenting briefings, documents and decision papers to senior level reviewer.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience for GS-12: You may qualify for the GS-12 grade level, if you possess at least one year of specialized experience equivalent to the GS-11 grade level performing the following duties:
Coordinating projects and work pursuing organizational goals with internal and external stakeholders; and
Handling inquiries and incorporating feedback into recommendations; and
Participating in working groups or meetings with stakeholders.
Specialized Experience for GS-13: You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following duties:
Managing complex projects with internal and external stakeholders; and
Leading working group or meetings with internal and external stakeholders to advance program objectives;
Developing and writing regulations, recommendations, correspondence, memoranda, talking points, concepts of operations, SOPs and other documents; and
Planning and performing extensive management surveys.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
