This position is part of the U.S. International Development Finance Corporation (DFC), Office of Financial and Portfolio Management (OFPM). As a Administrative Officer you will be responsible for monitoring and assisting with the management of program resources and activities, including budgets, financial matters, personnel actions, procurement and contract management, and other administrative areas within the Business Units.
Duties
The Administrative Officer will:
Provide advice and guidance to the office leadership and staff on business operations, financial, personnel, and material needs.
Analyze program objectives, policies, and procedures for business operations and related activities to evaluate, refine, and improve the efficiency and effectiveness of programs.
Provide operational guidance to leadership in the formulation and development of operational budgets.
Assist hiring managers with hiring activities to include supporting employee onboarding efforts and ensuring personnel actions are completed timely.
Work with Leadership to project annual procurement needs, identifying areas for competitive sourcing or cost savings.
Prepare written documents to include reports, briefing papers, policies and other written documents to identify findings, provide guidance, and maintain records.
Serve as a Contracting Officer's Representative (COR) monitoring contracts and performance, preparing reports, and maintaining records.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
One year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves:
Experience applying administrative regulations and policies related to budgeting and acquisitions;
Experience managing, coordinating, drafting and reviewing policies and procedures documentation and correspondence for internal and external audiences;
Experience providing authoritative advice on administrative, budget, and procurement policies, procedures, and requirements to all levels of management; AND
Experience using computer databases and personal computers and a variety of software (e.g. Excel, SharePoint etc.) in order to retrieve, maintain, and update data for overall tracking.
Note: Education is not substitutional at this grade level.
